Foundation for the Development of the Education System (FRSE) acting as Programme Operator of the Scholarship and Training Fund (STF) successfully finalized the selection process of applications submitted within the deadline of 27th May 2014. Based on the recommendation of the Selection Committee, the Management Board of FRSE adopted on 26th November 2014, final resolution regarding financial disbursement for the measure Development of Polish Higher Education Institutions.

The applicants submitted 124 project proposals. As a result of the formal assessment 118 project proposal have been approved and moved to the next stage. As a result of the quality assessment 82 project proposals received the score above the threshold of 60% of the total points and have been placed into ranking list. Due to limited allocation of the financial sources i.e.: 5 049 182 EUR (21 094 977,48 PLN regarding the rate 1 EUR=4,1779 PLN), finally 38 applications were place into the list of the projects approved for co-financing.

Remaining 32 applications, although successfully meeting quality criteria, were rejected for co-financing due to the lack of financial sources available in the framework of the allocation:

In the case of projects which received a status „approved for funding” or „lack of funds – rejected for funding” the decision is final. Status „reserve list” is contemporary – the project will be co-financed provided that funds will be released in any opportunity.

Program Operator kindly announces the conclusion of the examination of the appeals to the first instance against quality assessment for the measure: Development of Polish HEIs, for applications submitted to The Scholarship and Training Fund before the 27th May 2014.

The applicants submitted 124 project proposals. As a result of the formal assessment 118 project proposals have been approved and moved to the next stage. As a result of the quality assessment 82 project proposals received the score above the threshold of 60% of the total points and have been placed into ranking list and 36 project proposals not granted the minimum of the 60% of the total points have been rejected. Results of the quality assessment were sent to each applicant separately at 5 September 2014.

The applicants submitted 33 appeals against quality assessment in total. Board of the Foundation decided to leave the appeal without consideration in one case because application was submitted after specified deadline.

Accordingly, Program Operator has commissioned an external expert in order to examine the charges submitted by the applicant within the appeal procedure. Expertise consisted of the following sequence of activities:  expert was obliged to formulate an opinion, whether quality assessment in regard to the charges was carried out properly and charges raised by the applicant should be considered reasonable. In the case of irregularities in the quality assessment of any of the criteria, the expert formulated for each criterion detailed comment justifying the statement of irregularities in the assessment.

Program Operator approved the appeal considering the charges reasonable in 19 cases and ordered repeating quality assessment against criteria successfully charged by the applicant. In 13 cases appeals have been rejected.  Program Operator kindly informs that in no case, appeal against the quality assessment changed the status of the application after quality assessment.

All applicants have been informed separately about the results of the examination of their appeal and repeating quality assessment, if applicable. Applicants have been advised according to the further procedure.

Final decision concerning funding of each project proposal will be made by the Board of the Foundation, based on the recommendation of the Selection Committee, most likely in the second half of November.

Program Operator kindly announces the conclusion of the first stage of the quality assessment for the measure: Development of Polish HEIs, for applications submitted to The Scholarship and Training Fund before the 27th May 2014.

The applicants submitted 124 project proposals. As a result of the formal assessment 118 project proposal have been approved and moved to the next stage. The aim of the quality assessment is verifying the project with regard to meeting quality and technical criteria and creating a ranking list of submitted projects, based on the scores they obtained. Quality assessment is carried out by two independent experts appointed by the Program Operator. Experts give points to each project against each assessment criteria separately. For the purpose of creating a ranking list of projects, an averaged number of points awarded by the experts to a given project is used. In the case of discrepancies amounting to more than 30% of the higher result in the assessment made by both experts, the Program Operator commissions an independent assessment of the project to a third expert. In such cases, for the purpose of drawing up the ranking list of projects, an averaged number of points of the two most concurrent results is used. In result, 82 project proposals submitted by the applicants have been given more than 60% points and obtained the status of the approved applications.

All the applicants were informed individually of the results of the assessment and of the next steps of the procedure as well as of the possibility of submitting an appeal against the assessment. Final results will be published after the consideration of potential appeals. Program Operator shall make every effort to complete the procedure by the beginning of November 2014.

The final decision on projects accepted for co-financing will be made by the Management Board of the Foundation for the Development of the Education System, following the recommendation of the Selection Committee. The  decision will be probably announced by mid November 2014.

Foundation for the Development of the Education System acting as an Operator of Scholarship and Training Fund in Poland on the basis of Memorandum of Understanding for the new perspective of EEA and Norway Grants would kindly like to inform that Formal Assessment of the proposals for the measure Development of Polish HEIs submitted until 27th May 2014  was completed. Each proposal has been carefully verified  whether it satisfies the formal criteria or not.

Finally 124 project proposals, both on-line and hard copies, for the total budget of 16 855 095 , were submitted. The Board of the Foundation decided today that 118 project proposals delivered, for the total budget of 15 819 984 , meet all formal criteria and will be sent to Quality Assessment, according to the rules and criteria defined in the Guidelines for Applicants, done by 2 independent evaluators designated for this task by the Program Operator.

Below you can find the list of project proposals together with their status after Formal Assessment. Moreover, each applicant will be informed the result of the Formal Asessment individually. If the application was rejected due to non-compliance with formal criteria, the information about the rejection of the application also include detail reason of the rejection and an instruction about the right to an appeal.
