Summary of the Call for Proposals within Scholarship and Training Fund

Mobility Projects in Higher Education

for 2014/2015 academic year

On the 2nd April 2014 the subsequent Call for Proposals for Mobility Projects in Higher Education co-financed by EEA and Norway Grants and by the Polish funds was closed. The eligible applicants were Polish higher education institutions holding valid Erasmus Charter for Higher Education. Application forms from previous participants as well as from the new ones, which had never participated in the Mobility Projects in Higher Education were submitted on line, in electronic copy.

Open Days, i.e. informational meeting was organized. The meeting gathered 25 participants from HEIs which had already participated in projects within Scholarship and Training Fund as well as representatives of HEIs which were going to submit their application for the first time under this measure.

The Call lasted for two months, it started on 3rd February and it finished on 2nd April 2014. During this period an internet platform for electronic submission of applications was made available. According to the conditions of the Call, the possibility of electronic submission of applications was blocked on 2nd April at 4 p.m. Thirty one application forms for the amount of € 4 291 187,00  were submitted in the online system.

Although accurate summary of the Call will be possible only after receiving hard copies of the application forms, one might compare some of its elements with the 2013/2014 Call. Comparing to the previous Call, 3 applications less were lodged, demand for funds was lower by € 2 144 357, 992 exchanges were planned in comparison to 1542 exchanges planned in the previous Call.

Analysis of the above results allows to conclude the reasons. One of them might be the fact that some of the HEIs, (including HEIs from Donor – States) had not received their Erasmus Charter for Higher Education (ECHE) before the end of the Call. Such HEIs are not eligible project promoters or partner – institutions under Mobility Projects in Higher Education. Other possible reason might be more realistic approach of Applicants to the possibility of completion of planned number of exchanges, which were significantly limited in 2014/2015 academic year by the number of recruited students.

The table below presents summary of the finished Call for Proposals for projects which are going to be realized in academic year 2014/2015, showing demand in the division into Donor - States in which the exchange was planned.

Programme Operator is waiting to receive the electronically submitted applications in hard copies, signed by legal representatives of applying institutions. They will be assessed in accordance with the Formal assessment form published at the Programme Operator’s web site:

At the next stage the Programme Operator will carry out all the necessary actions leading to the formal acceptance of the applications, signing of the financial agreements and beginning of the exchanges, as described in the Guide for Applicants:
